七、項(xiàng)目概況
本項(xiàng)目為原桃源文體中心拆除重建工程，位于南山區(qū)西麗珠光路龍珠一路的交匯處西北側(cè)，項(xiàng)目總體規(guī)劃用地約41969m2(其中西側(cè)綠化用地面積8154.54m2)。包括室內(nèi)館(綜合性體育館、主要功能為籃球、羽毛球等室內(nèi)游泳館、乒乓球館等)、劇院（可容納1000人左右）、室外項(xiàng)目（設(shè)置籃球場(chǎng)、網(wǎng)球場(chǎng)、門球場(chǎng)以及文化體育健身廣場(chǎng)）、地下停車場(chǎng)（車位500個(gè)以上）、設(shè)備用房及綠化等。
VII. Project overview
The project belongs to the demolition and reconstruction work of the former TaoyuanCuhural and Sports Center, located on the northwest side of Zhuguang Road and Longzhu Yi Road interchange, Xili Town of Nanshan District. The overall land-use planning of the project is about 41,969m2, among which the land for greening on its west side is 8,154.54 m2. The project includes an indoor hall (a comprehensive gymnasium for playing basketball, badminton, table tennis and swimming), a theater (can contain about 1,000 people), outdoor items (cover a basketball court, tennis court, croquetcourt and cultural and sports fitness plaza), underground parking (with more than 500 parking spaces), equipment rooms and greenbelt.

八、招標(biāo)方式及招標(biāo)內(nèi)容
招標(biāo)工作分為兩個(gè)階段進(jìn)行：第一階段為資格預(yù)審階段，招標(biāo)人將評(píng)審確定的10家入圍投標(biāo)人發(fā)出投標(biāo)通知書及最終的設(shè)計(jì)招標(biāo)文件（方案設(shè)計(jì)競(jìng)標(biāo)階段），資格預(yù)審前五家單位作為受邀設(shè)計(jì)單位，其他5家將作為替補(bǔ)設(shè)計(jì)單位，此10家入圍投標(biāo)人作為方案設(shè)計(jì)競(jìng)標(biāo)階段的投標(biāo)人。
VIII. Tendering Method and Content
The tendering workis divided into two phases. The first phase is called the pre-qualification stage, during which the tenderer will issue tender notices and the tender documents of the final designs (at the project design tendering stage) to 10 shortlisted biddersdetermined by the assessment. The top 5 will be invited as designers, and the last 5 will be substitutes. These 10 shortlisted designers will be selected as the bidders at the schematic design tendering stage.
第二階段為方案設(shè)計(jì)競(jìng)標(biāo)階段，方案評(píng)審委員會(huì)評(píng)選出二名優(yōu)勝方案推薦給招標(biāo)人。
The second phase is known as the project design tendering stage, during which the project assessment committee will select two winning schemes and recommend them to the tenderer.
設(shè)計(jì)內(nèi)容包括但不限于方案設(shè)計(jì)、初步設(shè)計(jì)（含概算編制）、施工圖設(shè)計(jì)、BIM設(shè)計(jì)、施工配合及服務(wù)、協(xié)助工程竣工驗(yàn)收、編制竣工圖及國(guó)家二星級(jí)和深圳銀級(jí)綠色建筑評(píng)價(jià)標(biāo)識(shí)咨詢及認(rèn)證服務(wù)等工作。
The design content includes but is not limited to project design, preliminary design (the budget and preparation estimation is included), construction drawing design, BIM design, construction and services, assistance of engineering completion and acceptance,preparation of as-built drawings, the national two-star and Shenzhen silver-classgreen building label evaluation consultation and certification services.

九、投標(biāo)人資格要求
IX. Qualification requirements for bidders
1、本次招標(biāo)采取全球公開(kāi)報(bào)名的方式，允許聯(lián)合體報(bào)名；本次招標(biāo)不接受個(gè)人及個(gè)人組合的報(bào)名。
a. The tender is open for registration globally and also acceptsconsortium, but individual or individual group is not acceptable.
2、中國(guó)境內(nèi)設(shè)計(jì)單位必須具有經(jīng)合法注冊(cè)并在有效期內(nèi)的營(yíng)業(yè)執(zhí)照；且必須具有獨(dú)立企業(yè)法人資格。法定代表人為同一個(gè)人的兩個(gè)及兩個(gè)以上法人，母公司、全資子公司及其控股公司，不得同時(shí)報(bào)名參賽。
b. All designerswithin Chinese territory shall have a legally registeredbusiness license which is still effective and shall also own an independent corporate qualification. If two or more legal persons are the same legal representative actually, its parent company, wholly owned subsidiaries and their holding companies are not allowed to join in the completion at the same time.
3、根據(jù)本項(xiàng)目特點(diǎn)，負(fù)責(zé)本項(xiàng)目施工圖設(shè)計(jì)及后續(xù)服務(wù)的設(shè)計(jì)單位必須為在深圳市注冊(cè)登記的獨(dú)立法人企業(yè)或深圳市有分支機(jī)構(gòu)的企業(yè)且必須具備建筑行業(yè)（建筑工程）甲級(jí)及以上資質(zhì)或建筑設(shè)計(jì)事務(wù)所甲級(jí)資質(zhì)；
c. According to the characteristics of the project, the design unit responsible for the construction drawing design and its follow-up service shall be the independent legal enterprise registered in Shenzhen or the enterprise owning a branch in Shenzhen. In addition, these units shall also be equipped with Grade A or above qualifications on the construction industry (architecture), or Grade A qualification on architectural design firm.
4、港澳臺(tái)地區(qū)及境外設(shè)計(jì)單位應(yīng)當(dāng)是其所在國(guó)家或所在地區(qū)的建筑行業(yè)協(xié)會(huì)或組織推薦會(huì)員或認(rèn)證單位；需聯(lián)合一家具備建筑行業(yè)（建筑工程）甲級(jí)及以上資質(zhì)或建筑設(shè)計(jì)事務(wù)所甲級(jí)資質(zhì)的中國(guó)境內(nèi)設(shè)計(jì)單位，聯(lián)合體主體為中國(guó)境內(nèi)設(shè)計(jì)單位（此單位必須為在深圳市注冊(cè)登記的獨(dú)立法人企業(yè)或深圳市有分支機(jī)構(gòu)的企業(yè)）；
d. The design unit in Hong Kong, Macao and Taiwan regions or outside China shall be recommended members or certification units by the construction industry associations or organizations in its own country or region. And they shall unite one design unit in China equipped with Grade A or above qualifications on the construction industry (architecture), or Grade A qualification on architectural design firm and their main body shall be the design unit in China (the unit shall be the independent legal enterprise registered in Shenzhen or the enterprise owning a branch in Shenzhen).
5、設(shè)計(jì)單位或聯(lián)合體單位之一必須具有在近10年內(nèi)（2006年1月之后）主持設(shè)計(jì)過(guò)文體中心或同類型建筑面積2萬(wàn)平方米及以上的公共建筑的項(xiàng)目經(jīng)驗(yàn)（包括在建及已建成項(xiàng)目）；
e. The design unit or one of the consortium units shall have a experience of conducting and designing cultural and sports center or the same building type with a construction area of 20,000 square meters or above (including the construction being build and having been completed).
6、本次共有3個(gè)文體中心（南山區(qū)西麗文體中心及西側(cè)附屬綠地整體改造工程設(shè)計(jì)、南山區(qū)蛇口街道文體中心建設(shè)工程設(shè)計(jì)、南山區(qū)粵海街道文體中心建設(shè)工程設(shè)計(jì)招標(biāo)）的招標(biāo)競(jìng)賽，各公告的主創(chuàng)設(shè)計(jì)師分別指定為1位,不能同時(shí)兼任。主創(chuàng)設(shè)計(jì)師必須親自負(fù)責(zé)本項(xiàng)目的工作，參加發(fā)布會(huì)、現(xiàn)場(chǎng)踏勘，在中期匯報(bào)會(huì)、專家評(píng)審會(huì)上進(jìn)行匯報(bào)，競(jìng)賽后參與后續(xù)深化設(shè)計(jì)工作。
f. There are tender competitions for three cultural and sports centers (bidding for NanshanXili Sports and Cultural Center and Its West Accessory Green Land, NanshanShekou Street Sports and Cultural Center Construction Design, and NanshanYuehai Street Sports and Cultural Center Construction Design). One chief designer shall be appointed for each notice, and shall not be concurrently holding the same position for the other construction. The chief designer shall take charge of the project personally, which includes to attend the conference, site reconnaissance, to report in mid-term committee and expert review meeting, and to participate in the follow-up design work after competition.

7、重要提示：有意向參與本次競(jìng)賽活動(dòng)的設(shè)計(jì)機(jī)構(gòu)或聯(lián)合體，最多可報(bào)名參與2個(gè)工程的投標(biāo)，但同時(shí)報(bào)名參與2個(gè)工程投標(biāo)的，必須參與粵海街道文體中心建設(shè)工程設(shè)計(jì)的投標(biāo)。
g. Important tips: The design firm or consortium intending to participate in this competition can only register two project tenders at most. However, the units registering two project tenders simultaneously shall be involved inYuehai Street Cultural and Sports Center Construction Project Design Tender.

十一、保底費(fèi)及獎(jiǎng)金
Guarantee Fee
出于對(duì)建筑師尊重和設(shè)計(jì)單位投標(biāo)成本的考慮，資格預(yù)審前五家單位作為受邀設(shè)計(jì)單位每家將獲保底費(fèi)30萬(wàn)元。方案競(jìng)標(biāo)階段專家將推選二名優(yōu)勝方案，中標(biāo)方案設(shè)計(jì)單位將獲得此次招標(biāo)的設(shè)計(jì)合同，未中標(biāo)優(yōu)勝方案設(shè)計(jì)單位將獲獎(jiǎng)金80萬(wàn)元（如受邀單位入圍優(yōu)勝方案保底費(fèi)將沖抵獎(jiǎng)金）。
Considering respect to architects and bidder cost of the designer, the prequalified top five companies will be invited as designers, each can get a guarantee fee of 300,000 yuan. During the bidding stage, the expert will choose two winning designers, the winning bidder will win the design contract of this bid, and the other designer can get bonus of 800,000 yuan(if the invited designer is the winning designer, the guarantee fee will in included in the bonus).

Shekou Street Sports and Cultural Center Construction project, covering an area of around 19,411m2, is located in Shekou region, east of HouhaiAvenue, north of Zhaoshang east road, south of Yucai No.4 Primary School. The new construction includes sports building, cultural services building, management office, underground parking, underground equipment rooms and outdoor afforestation,etc.

十一、保底費(fèi)及獎(jiǎng)金
Guarantee Fee
出于對(duì)建筑師尊重和設(shè)計(jì)單位投標(biāo)成本的考慮，資格預(yù)審前五家單位作為受邀設(shè)計(jì)單位每家將獲保底費(fèi)30萬(wàn)元。方案競(jìng)標(biāo)階段專家將推選二名優(yōu)勝方案，中標(biāo)方案設(shè)計(jì)單位將獲得此次招標(biāo)的設(shè)計(jì)合同，未中標(biāo)優(yōu)勝方案設(shè)計(jì)單位將獲獎(jiǎng)金60萬(wàn)元（如受邀單位入圍優(yōu)勝方案保底費(fèi)將沖抵獎(jiǎng)金）。
Considering respect to architects and bidder cost of the designer, the prequalified top five companies will be invited as designers, each can get a guarantee fee of 300,000 yuan. During the bidding stage, the expert will choose two winning designers, the winning bidder will win the design contract of this bid, and the other designer can get bonus of 600,000 yuan(if the invited designer is the winning designer, the guarantee fee will in included in the bonus).

七、項(xiàng)目概況
本項(xiàng)目用地約5761m2，位于南山高薪科技園科技南路與高薪南十一道交匯處東南角。新建建筑內(nèi)應(yīng)包括體育活動(dòng)用房、文化服務(wù)用房、管理辦公用房、地下停車庫(kù)、地下設(shè)備用房及室外綠化等。
VII.Project Overview
The project covers about 5,761m2, which locates in the southeast corner where Keji South road and South 11th Avenue in Nanshan Hi-tech Park. The new construction includes: sports building, cultural services building, management office, underground parking, underground equipment rooms and outdoor afforestation,etc.

八、招標(biāo)方式及招標(biāo)內(nèi)容
招標(biāo)工作分為兩個(gè)階段進(jìn)行：第一階段為資格預(yù)審階段，招標(biāo)人將評(píng)審確定的10家入圍投標(biāo)人發(fā)出投標(biāo)通知書及最終的設(shè)計(jì)招標(biāo)文件（方案設(shè)計(jì)競(jìng)標(biāo)階段），資格預(yù)審前五家單位作為受邀設(shè)計(jì)單位，其他5家將作為替補(bǔ)設(shè)計(jì)單位，此10家入圍投標(biāo)人作為方案設(shè)計(jì)競(jìng)標(biāo)階段的投標(biāo)人。
VIII. Tendering Method and Content
The tendering workis divided into two phases. The first phase is called the pre-qualification stage, during which the tenderer will issue tender notices and the tender documents of the final designs (at the project design tendering stage) to 10 shortlisted bidders determined by the assessment. The top 5 will be invited as designers, and the last 5 will be substitutes. These 10 shortlisted designers will be selected as the bidders at the schematic design tendering stage.
第二階段為方案設(shè)計(jì)競(jìng)標(biāo)階段，方案評(píng)審委員會(huì)評(píng)選出二名優(yōu)勝方案推薦給招標(biāo)人。
The second phase is known as the project design tendering stage, during which the project assessment committee will select two winning schemes and recommend them to the tenderer.
設(shè)計(jì)內(nèi)容包括但不限于方案設(shè)計(jì)、初步設(shè)計(jì)（含概算編制）、施工圖設(shè)計(jì)、BIM設(shè)計(jì)、施工配合及服務(wù)、協(xié)助工程竣工驗(yàn)收、編制竣工圖及國(guó)家二星級(jí)和深圳銀級(jí)綠色建筑評(píng)價(jià)標(biāo)識(shí)咨詢及認(rèn)證服務(wù)等工作。
The design content includes but is not limited to project design, preliminary design (the budget and preparation estimation is included), construction drawing design, BIM design, construction and services, assistance of engineering completion and acceptance,preparation of as-built drawings, the national two-star and Shenzhen silver-classgreen building label evaluation consultation and certification services.

九、投標(biāo)人資格要求
IX. Qualification requirements for bidders
1、本次招標(biāo)采取全球公開(kāi)報(bào)名的方式，允許聯(lián)合體報(bào)名；本次招標(biāo)不接受個(gè)人及個(gè)人組合的報(bào)名。
a. The tender is open for registration globally and also accepts consortium, but individual or individual group is not acceptable.
2、中國(guó)境內(nèi)設(shè)計(jì)單位必須具有經(jīng)合法注冊(cè)并在有效期內(nèi)的營(yíng)業(yè)執(zhí)照；且必須具有獨(dú)立企業(yè)法人資格。法定代表人為同一個(gè)人的兩個(gè)及兩個(gè)以上法人，母公司、全資子公司及其控股公司，不得同時(shí)報(bào)名參賽。
b. All designers within Chinese territory shall have a legally registeredbusiness license which is still effective and shall also own an independent corporate qualification. If two or more legal persons are the same legal representative actually, its parent company, wholly owned subsidiaries and their holding companies are not allowed to join in the completion at the same time.
3、根據(jù)本項(xiàng)目特點(diǎn)，負(fù)責(zé)本項(xiàng)目施工圖設(shè)計(jì)及后續(xù)服務(wù)的設(shè)計(jì)單位必須為在深圳市注冊(cè)登記的獨(dú)立法人企業(yè)或深圳市有分支機(jī)構(gòu)的企業(yè)且必須具備建筑行業(yè)（建筑工程）甲級(jí)及以上資質(zhì)或建筑設(shè)計(jì)事務(wù)所甲級(jí)資質(zhì)；
c. According to the characteristics of the project, the design unit responsible for the construction drawing design and its follow-up service shall be the independent legal enterprise registered in Shenzhen or the enterprise owning a branch in Shenzhen. In addition, these units shall also be equipped with Grade A or above qualifications on the construction industry (architecture), or Grade A qualification on architectural design firm.
4、港澳臺(tái)地區(qū)及境外設(shè)計(jì)單位應(yīng)當(dāng)是其所在國(guó)家或所在地區(qū)的建筑行業(yè)協(xié)會(huì)或組織推薦會(huì)員或認(rèn)證單位；需聯(lián)合一家具備建筑行業(yè)（建筑工程）甲級(jí)及以上資質(zhì)或建筑設(shè)計(jì)事務(wù)所甲級(jí)資質(zhì)的中國(guó)境內(nèi)設(shè)計(jì)單位，聯(lián)合體主體為中國(guó)境內(nèi)設(shè)計(jì)單位（此單位必須為在深圳市注冊(cè)登記的獨(dú)立法人企業(yè)或深圳市有分支機(jī)構(gòu)的企業(yè)）；
d. The design unit in Hong Kong, Macao and Taiwan regions or outside China shall be recommended members or certification units by the construction industry associations or organizations in its own country or region. And they shall unite one design unit in China equipped with Grade A or above qualifications on the construction industry (architecture), or Grade A qualification on architectural design firm and their main body shall be the design unit in China (the unit shall be the independent legal enterprise registered in Shenzhen or the enterprise owning a branch in Shenzhen).
5、設(shè)計(jì)單位或聯(lián)合體單位之一必須具有在近10年內(nèi)（2006年1月之后）主持設(shè)計(jì)過(guò)文體中心或同類型建筑面積2萬(wàn)平方米及以上的公共建筑的項(xiàng)目經(jīng)驗(yàn)（包括在建及已建成項(xiàng)目）；
e. The design unit or one of the consortium units shall have a experience of conducting and designing cultural and sports center or the same building type with a construction area of 20,000 square meters or above (including the construction being build and having been completed).
6、本次共有3個(gè)文體中心（南山區(qū)西麗文體中心及西側(cè)附屬綠地整體改造工程設(shè)計(jì)、南山區(qū)蛇口街道文體中心建設(shè)工程設(shè)計(jì)、南山區(qū)粵海街道文體中心建設(shè)工程設(shè)計(jì)招標(biāo)）的招標(biāo)競(jìng)賽，各公告的主創(chuàng)設(shè)計(jì)師分別指定為1位,不能同時(shí)兼任。主創(chuàng)設(shè)計(jì)師必須親自負(fù)責(zé)本項(xiàng)目的工作，參加發(fā)布會(huì)、現(xiàn)場(chǎng)踏勘，在中期匯報(bào)會(huì)、專家評(píng)審會(huì)上進(jìn)行匯報(bào)，競(jìng)賽后參與后續(xù)深化設(shè)計(jì)工作。
f. There are tender competitions for three cultural and sports centers (bidding for NanshanXili Sports and Cultural Center and Its West Accessory Green Land, NanshanShekou Street Sports and Cultural Center Construction Design, and NanshanYuehai Street Sports and Cultural Center Construction Design). One chief designer shall be appointed for each notice, and shall not be concurrently holding the same position for the other construction. The chief designer shall take charge of the project personally, which includes to attend the conference, site reconnaissance, to report in mid-term committee and expert review meeting, and to participate in the follow-up design work after competition.

7、重要提示：有意向參與本次競(jìng)賽活動(dòng)的設(shè)計(jì)機(jī)構(gòu)或聯(lián)合體，最多可報(bào)名參與2個(gè)工程的投標(biāo)，但同時(shí)報(bào)名參與2個(gè)工程投標(biāo)的，必須參與粵海街道文體中心建設(shè)工程設(shè)計(jì)的投標(biāo)。
g. Important tips: The design firm or consortium intending to participate in this competition can only register two project tenders at most. However, the units registering two project tenders simultaneously shall be involved inYuehai Street Cultural and Sports Center Construction Project Design Tender.
